Established in May 1988, the State Council of Educational Research and Training (SCERT), Delhi, is an autonomous body under the Government of the National Capital Territory (NCT) of Delhi. Its primary mission is to provide academic resource support to the Directorate of Education and the education departments of the Municipal Corporation of Delhi (MCD), New Delhi Municipal Council (NDMC), and the Cantonment Board, aiming to enhance the overall quality of school education in the region.
Key functions and responsibilities include: Pre-Service Teacher Education: SCERT, Delhi, is recognized by the National Council for Teacher Education (NCTE) for overseeing admission processes, curriculum development, course conduct, guidance, examinations, and certification of pre-service training programs in pre-primary and elementary teacher education. The council affiliates and provides guidance to numerous District Institutes of Education and Training (DIETs) and private institutes offering diploma programs in these fields; In-Service Teacher Education: SCERT organizes in-service education programs for teachers and educational administrators to update their knowledge and skills, thereby ensuring the continuous professional development of educators in Delhi; & Curriculum Development and Research: The council is actively involved in curriculum development, educational research, and the creation of instructional materials to support and improve teaching and learning processes within schools.
Notable Initiatives include: Happiness Curriculum: Launched in July 2018, the Happiness Curriculum is an innovative educational program designed for students from nursery to grade eight in Delhi's government schools. Its objective is to enhance students' mental well-being by teaching mindfulness, social-emotional learning, critical thinking, problem-solving, and relationship-building skills; & Entrepreneurship Mindset Curriculum: In 2019, SCERT introduced the Entrepreneurship Mindset Curriculum to promote entrepreneurial skills among government school students in Delhi. The program includes interactions with real-life entrepreneurs to inspire and educate students about entrepreneurial journeys.
